Reaper normalization is a fail ?

Hi, I did a voice recording inside Reaper and after that I right clicked and I used the "Item Processing" and "Normalize Items". I rendered the recording and I loaded the result in Adobe Audition. I normalized again the waveform to 100% and I got a bigger and lounder result. I am attaching photos to compare. So, why Reaper failed to to normalize the recording to reach about to 0db ? Judging by the pictures, there is a 2 dB difference. Check your track & master volume levels and PAN law settings. Both volume faders should be at unity (0 dB), PAN law should be 0 as well, or with 'gain compensation' enabled. e

Track & Item FX are rendered in real-time, so unless you render it to a file Reaper cannot know the maximum peak of the output, in order to normalize it. e
